Объединяемся для создания вакцины от COVID-19 для всех

Сегодня человечество, осознавая всю свою хрупкость, ищет эффективную и безопасную вакцину против COVID-19. Мы надеемся положить конец этой тяжелой глобальной пандемии.

Мы призываем министров здравоохранения на Всемирной ассамблее здравоохранения в срочном порядке сплотиться с целью создания вакцины для всех людей против этой болезни. Правительства и международные партнеры должны объединиться вокруг глобальных обязательств, гарантирующих, что в случае разработки безопасной и эффективной вакцины, ее производство будет происходить в необходимых масштабах, и она будет бесплатно предоставлена всем людям во всех странах. То же самое касается всех методов лечения, диагностики и других инструментов борьбы с COVID-19.

Мы признаем, что многие страны и международные организации добиваются прогресса в достижении этой цели, сотрудничая в многостороннем формате в области исследований и разработок, финансирования и доступности, включая обеспечение ожидаемых восьми миллиардов американских долларов, о которых было объявлено 4 мая. Благодаря неустанным усилиям государственного и частного секторов и миллиардам долларов, вложенных в исследования, финансируемые государствами, многие кандидаты на вакцину продвигаются с беспрецедентной скоростью, и некоторые уже начали клинические испытания.

Наш мир станет безопаснее только тогда, когда каждый сможет получить пользу от науки и доступ к вакцине - и это задача для политиков. Всемирная ассамблея здравоохранения должна заключить глобальное соглашение, обеспечивающее быстрый всеобщий доступ к вакцинам и высококачественному лечению, при этом приоритетом должна стать необходимость в лечении, а не платежеспособность.

Министрам здравоохранения пора возобновить обязательства, взятые при создании Всемирной организации здравоохранения, когда все государства согласились предоставить "наивысший достижимый уровень здоровья как основополагающее право каждого человека".

Сейчас не время для того, чтобы интересы наиболее богатых корпораций и правительств ставились над всеобщей необходимостью спасения жизней или делегирования этой масштабной моральной задачи рыночным силам. Доступ к вакцинам и лечению как глобальным общественным благам отвечает интересам всего человечества. Мы не можем допустить, чтобы на пути стояли монополии, грубая конкуренция и слепой национализм.

Нам необходимо придерживаться предостережения: «Те, кто не помнят прошлого, обречены его повторять». Мы должны учиться на драматических уроках из истории неравного доступа при таких заболеваниях как ВИЧ и Эбола. Но мы также должны помнить о революционных победах движений во имя здоровья, в том числе, работу активистов и защитников в области СПИДа, которые боролись за равный доступ к лечению для всех.

Помня о каждом их этих уроков, мы призываем к принятию глобального соглашения по вакцинам, диагностике и лечению COVID-19, осуществляемому под руководством Всемирной организации здравоохранения, которое:

  1. Обеспечивает обязательный обмен во всем мире всеми знаниями, данными и технологиями, связанными с COVID-19, с пулом лицензий COVID-19 в свободном доступе для всех стран. Страны должны быть уполномочены и иметь возможность в полной мере использовать согласованные гарантии и гибкие возможности Дохинской декларации ВТО о Соглашении ТРИПС и общественном здравоохранении для защиты доступа к лекарствам для всех.
  2. Разрабатывает глобальный и справедливый план быстрого производства и распределения, полностью финансируемый богатыми странами, для вакцины и всех продуктов и технологий COVID-19, который гарантирует прозрачность «реальных цен» и поставки в соответствии с потребностями. Необходимо срочно приступить к действиям по массовому наращиванию потенциала для производства миллиардов доз вакцин во всем мире, а также по набору и обучению миллионов оплачиваемых и защищенных работников здравоохранения, необходимых для их применения.
  3. Гарантирует, что вакцина против COVID-19, диагностика, анализы и лечение предоставляются бесплатно всем и везде. В первую очередь доступ должен быть предоставлен тем, кто работает на передовой, наиболее уязвимым людям и бедным странам с наименьшими возможностями для спасения жизней.

При этом никто не может быть оставлен позади. ВОЗ должна обеспечить прозрачное демократическое управление, включая независимых экспертов и партнеров из гражданского общества, что крайне важно для обеспечения отчетности по этому соглашению.

Кроме того, мы также признаем острую необходимость реформирования и укрепления систем общественного здравоохранения во всем мире, устранения всех барьеров, с тем чтобы как богатые, так и бедные могли получить доступ к медицинской помощи, технологиям и лекарствам, в которых они нуждаются, бесплатно и там, где это необходимо.

Только вакцина для всего человечества, в основу которой положены равенство и солидарность, способна защитить каждого и обеспечить безопасность наших обществ. Откладывать принятие этого смелого международного соглашения нельзя.
